Have you scanned for viruses? Viruses will often shut down system restore. Also, try it from within Safe Mode. Reboot and tab F8 and select Safe Mode from the options.

Those codes and the beeping refer to a memory problem. Have you been inside the case recently?

When it lights up, what do you see? Windows, the machine booting up? Try tapping F8 at boot. This will take you to a menu where you can select Safe Mode. If you can get into Safe Mode, then I would suspect a video driver problem. Run a System Restore from the system tools menu under Accessories and revert the computer back a couple of days before the problem.

Is this a CRT (Television-like) monitor or a flat screen? Does the monitor have a self diagnostic (or did it in the past) where if you turned it on without the computer it would say something like NO SIGNAL. If it has this, then it means the monitor is working but there is an issue with the computer. If it use to have this but doesn't anymore, then the monitor is likely dead.
